The United States has no interest in establishing new military bases in Asia and the Pacific, but welcomes opportunities to rotate forces there and would consider doing so in the Philippines, if offered, said Navy Adm. Robert F. Willard, the U.S. Pacific Command commander.

Army Chief of Staff Gen. Raymond T. Odierno said his service will become more capable through its planned drawdown of 80,000 soldiers and at least eight brigade combat teams over the next six years.
